ACTIONS

MARCH 15, 2006

Roll Call

 

Chairman Michael Finn called the meeting to order. In attendance were Commissioner Geraldine George, Corporation Counsel Ric Gottschalk, Assistant Corporation Counsel Robin Edwards, and Chief Examiner John Whitcomb.

Minutes of February 22, 2006 meeting 

Chairman Finn made a motion to accept the previous meeting’s minutes. Commissioner George seconded the motion.  The motion passed unanimously.

 

NEW BUSINESS:

 

Commissioner Caracansi joined the meeting.

 

Language Center Librarian

Commissioner Caracansi made a motion to table the discussion on the Language Center Librarian position until they receive a copy of the agreement that was reached between the Union and the City on treating the position as an internal promotion. Commissioner George seconded the motion.  The motion passed unanimously. (see below)

 

 

Public Safety PC/LAN Technician

Commissioner Caracansi made a motion to advertise and test for the Public Safety PC/LAN Technician because it is a new position. Commissioner George seconded the motion.  Commissioner Caracansi voted nay.

 

 

 


Language Center Librarian

 

Commissioner George made a motion to return to the topic of the Language Center Librarian. Chairman Finn seconded, and the motion passed without objection.

Commissioner Caracansi made a motion that the position be advertised open competitive and not promotional. Motion did not pass. Commissioner George made a motion to advertise internally and make the position promotional. Chairman Finn seconded the motion. Commissioner Caracansi voted nay. Motion passed.

 

 

Consider Police Department request to cancel Entry Level Police Officer list

 

Commissioner Caracansi made a motion to take no action at this time. No one seconded the motion. Some discussion took place as to wanting to get rid of the list and holding another test. It was suggested that the recruiting team increase focus on college campuses and be given time to encourage minorities to apply. Commissioner George made a motion to table the discussion on the Entry Level Police list until May and at that time a vote will be taken on canceling the existing list and giving a new exam, with a fee to be charged, or if the list will be continued to October. Chairman Finn seconded the motion. Commissioner Caracansi voted against. The motion passed.

 

Commissioner Finn noted that if the list is cancelled before its expiration, remaining candidates will be given the option to retain their score or retest if they wish to remain on the list.

 

Assistant Planning Director

 

The candidates participated in the oral exam and have been ranked as follows:

  1. Sharon Calitro
  2. Jennifer Emminger
  3. Steven Kleppin

 

The list will be forwarded to the Mayor for his consideration

 

Commissioner Caracansi made a motion to certify the Assistant Planning Director list and the Assistant Tax Assessor list of those candidates passing, to be presented to the Mayor upon completion. Commissioner George seconded the motion. Motion passed unanimously.

 

Letter from Louis DeMici regarding Eligibility Lists

 

Limited discussion took place. Chairman Finn states that he agrees with Commissioner Caracansi’s discussion at the last meeting. Commissioner Caracansi makes a motion to take no action on Mr. DeMici’s letter dated February 14, 2006 asking for an interpretation on the Civil Service rules and regulations. Commissioner George seconds it. The motion passed unanimously.

Commissioner Caracansi makes a motion to adjourn.  Commissioner George seconded The motion passed unanimously.
